You can change midi banks and patches in a VST but you cannot switch Ableton instruments in one unless you create a rack and set it to turn the instrument channels on and off in the appropriate fashion. You can switch channels by setting a rotary control to change the channel that is selected. After this you can use different instruments on each channel and move between them.
